統(tǒng)籌協(xié)調(diào)中國貿(mào)促會法律事務(wù)，負(fù)責(zé)貿(mào)促會商事法律服務(wù)體系建設(shè)，協(xié)調(diào)開展公共法律服務(wù)工作；研究提出貿(mào)易投資促進(jìn)領(lǐng)域的立法、修法建議，為有關(guān)部門立法、修法提供咨詢意見；開展對外法律交流、合作和國際經(jīng)貿(mào)規(guī)則及慣例研究，參與相關(guān)國際經(jīng)貿(mào)規(guī)則制定；配合有關(guān)部門，參與對外經(jīng)貿(mào)談判及國際經(jīng)貿(mào)爭議解決機(jī)制構(gòu)建工作；配合有關(guān)部門，組織協(xié)調(diào)有關(guān)行業(yè)企業(yè)應(yīng)對國外反傾銷、反補(bǔ)貼、保障措施等調(diào)查，發(fā)起對外貿(mào)易救濟(jì)調(diào)查和反壟斷相關(guān)工作；跟蹤分析進(jìn)出口貿(mào)易環(huán)境，建立企業(yè)風(fēng)險預(yù)警機(jī)制，配合有關(guān)部門開展針對有關(guān)國家（地區(qū)）歧視性貿(mào)易投資限制和保護(hù)措施的磋商、游說等工作；統(tǒng)籌貿(mào)促會知識產(chǎn)權(quán)相關(guān)工作；負(fù)責(zé)貿(mào)促會法律顧問、公職律師、公司律師的日常業(yè)務(wù)管理工作，統(tǒng)籌協(xié)調(diào)處理有關(guān)訴訟案件；組織貿(mào)促系統(tǒng)開展涉外經(jīng)貿(mào)法律工作。

2.條約法律處
開展立法調(diào)研，向立法部門提出經(jīng)濟(jì)貿(mào)易投資領(lǐng)域立法修法建議；開展知識產(chǎn)權(quán)相關(guān)工作，牽頭負(fù)責(zé)貿(mào)促會作為全國打擊侵權(quán)假冒領(lǐng)導(dǎo)小組成員單位、國務(wù)院知識產(chǎn)權(quán)戰(zhàn)略實施工作部際聯(lián)席會議成員單位相關(guān)工作；牽頭負(fù)責(zé)貿(mào)促會作為世界知識產(chǎn)權(quán)組織長期觀察員相關(guān)事務(wù)，與世界知識產(chǎn)權(quán)組織、國際保護(hù)知識產(chǎn)權(quán)協(xié)會等國際組織和機(jī)構(gòu)，各國知識產(chǎn)權(quán)相關(guān)協(xié)會開展國際交流；負(fù)責(zé)貿(mào)促會法律顧問、公職律師、公司律師的日常業(yè)務(wù)管理工作，統(tǒng)籌協(xié)調(diào)處理有關(guān)訴訟案；負(fù)責(zé)貿(mào)促會合規(guī)體系制度建設(shè)。

3.公平貿(mào)易處
建立進(jìn)出口公平貿(mào)易預(yù)警機(jī)制，目前已設(shè)立200多家經(jīng)貿(mào)摩擦預(yù)警機(jī)構(gòu)，形成覆蓋行業(yè)、企業(yè)、地區(qū)、海內(nèi)外的預(yù)警工作網(wǎng)絡(luò)，承擔(dān)傳遞預(yù)警信息、組織企業(yè)參與案件應(yīng)對、組織開展宣傳咨詢等相關(guān)經(jīng)貿(mào)摩擦應(yīng)對工作。組織應(yīng)對經(jīng)貿(mào)摩擦案件，開展行業(yè)無損害抗辯工作，產(chǎn)品涉及鋼鐵、化工、機(jī)電、紡織、輕工等幾乎所有主要外貿(mào)行，多起案件應(yīng)對工作取得積極成效。
積極開展經(jīng)貿(mào)游說工作。結(jié)合重點(diǎn)案件應(yīng)對情況，開展行業(yè)對話和官民對話，增進(jìn)共識，化解糾紛。設(shè)立中國國際商會駐歐盟代表處，配合開展落實我入世議定書第十五條游說和經(jīng)貿(mào)摩擦案件應(yīng)對。針對國（境）外對我出口商品實施的歧視性貿(mào)易政策、法律法規(guī)及有關(guān)做法，進(jìn)行課題研究，包括美國可再生能源產(chǎn)業(yè)扶持政策和補(bǔ)貼措施對國內(nèi)產(chǎn)業(yè)影響調(diào)研、我國實施貿(mào)易救濟(jì)措施效果評估調(diào)研、中國加入世界貿(mào)易組織十五年應(yīng)對全球貿(mào)易救濟(jì)調(diào)查調(diào)研、中國加入世貿(mào)組織協(xié)定15條問題研究、技術(shù)性貿(mào)易壁壘、外國投資安全審查、英國脫歐對我國貿(mào)易救濟(jì)的影響等課題。

4.產(chǎn)業(yè)服務(wù)處
組織協(xié)調(diào)有關(guān)行業(yè)企業(yè)，配合政府有關(guān)部門開展貿(mào)易救濟(jì)調(diào)查、反壟斷等相關(guān)工作。不斷拓展企業(yè)跨境貿(mào)易投資法律綜合支援平臺，為企業(yè)提供有關(guān)涉外商事法律咨詢解答、案件應(yīng)對、法律查明、案例檢索、專題研究、法律培訓(xùn)等“全鏈條一站式”法律服務(wù)。搭建多雙邊商事法律合作委員會，開展“一帶一路”國別法律研究，舉辦高端法律論壇，推動制定有關(guān)國際規(guī)則和慣例，助力企業(yè)國際化經(jīng)營合規(guī)體系建設(shè)。

5.法律合作處
配合國家“一帶一路”倡議實施，開展相關(guān)國際商事爭端預(yù)防與解決規(guī)則研究，建立符合“一帶一路”建設(shè)參與國特點(diǎn)的國際商事爭端預(yù)防與解決機(jī)制和機(jī)構(gòu)；開展與各國、有關(guān)國際組織和我國臺港澳地區(qū)的商事法律服務(wù)交流，構(gòu)建合作平臺，推動籌建多雙邊商事法律合作委員會，為企業(yè)了解當(dāng)?shù)亟?jīng)貿(mào)投資政策及法律環(huán)境提供服務(wù)；配合相關(guān)政府部門，研究國際經(jīng)貿(mào)規(guī)則及慣例，參與世界貿(mào)易組織（WTO）貿(mào)易政策審議等，對接行業(yè)企業(yè)實務(wù)需求，為政府決策提供建議和支持；參與相關(guān)國際經(jīng)貿(mào)規(guī)則制定，加強(qiáng)與各國家和地區(qū)、有關(guān)國際組織法律交流與合作，參與相關(guān)國際組織會議和活動，促進(jìn)國際間法律合作交流。

LEGAL AFFAIRS DEPARTMENT OF CCPIT
Coordinating legal affairs of CCPIT, responsible for construction of commercial legal service structure of CCPIT, providing public legal service; researching and providing suggestions on legislation and law revision in trade and investment area; providing advice on legislation and revision of law for ministries and departments; conducting foreign legal communication, cooperation and researches in international investment and trade rules and practices, participating international economic and trade rule making; cooperating with relevant ministries and departments to participate in international economic and trade negotiations and the construction of settlement system; cooperating with ministries and departments to organize relevant industries and enterprises to cope with anti-dumping, anti-subsidy and safe-guard measures taken by foreign countries, launching works related to foreign trade remedy investigation and anti-trust; conducting analysis of import and export environment, establishing risk warning mechanism; cooperating with relevant ministries and departments to negotiate discriminatory trade and investment restrictions and safe-guard measures taken by relevant countries( regions); planning as a whole the intellectual property rights protection issues of CCPIT; carrying out economic and trade issues regarding foreign affairs.

Being responsible for general affairs and liaison of the department, coordinating the legal services of different departments of CCPIT and directing the construction of legal service system of the national-wide CCPIT system.

- The Division of Treaty and Laws
Carrying out legislative research and providing consultation in the fields of economic, trade and investment to the legislative body; carrying out Intellectual Property Right related works, and taking charge of relevant work of CCPIT as a member unit of the National Leading Group on Fight against IPR Infringement and Counterfeiting, and as a member unit of Inter-Ministry Joint Meeting for the Implementation of National Intellectual Property Strategy under the State Council; taking charge of affairs related to CCPIT as in position of long-term observer of World Intellectual Property Organization (WIPO), conducting international communications with international organizations and institutions such as WIPO and International Association for the Protection of Intellectual Property ( AIPPI), as well as IPR related associations of various countries; being responsible for routine guidance of legal counsels, government lawyers, in-house attorneys of CCPIT, as well as coordinating and handling relevant litigation cases; taking charge of the development of CCPIT’s compliance system.

- The Division of Fair Trade
Establishing early warning mechanism for fair trade of imports and exports. Over 200 early warning agencies for economic and trade frictions have been established, forming an early warning network covering industries, enterprises, regions and home and abroad, undertaking the task of transmitting early warning information, organizing enterprises to participate in investigations publicity consultation. Organizing industries to respond to economic and trade friction investigations, carrying out non-detrimental defense of industries. The products involved account for almost all major foreign trade sectors including steel, chemical, mechanical and electrical, textile, light industry and so on. Lots of cases achieve positive results. Actively carrying out economic and trade lobbying. In response to key cases, we conducted industry dialogues and dialogues between officials and industries to promote consensus and resolve disputes. Setting up the CCOIC Representative Office in EU to cooperate with the lobbying of the implementation of Article 15 of the "WTO Accession Protocol" and economic and trade friction investigations. Carrying out researches aiming at discriminatory trade policies, laws and regulations and related practices of other countries or territories against China, topics including research on the impact of support and subsidies on renewable energy industry in the United States on Chinese industries, evaluation of the effectiveness of China's trade remedy measures, research on China's dealing with global trade remedy investigation during the 15 years after China's accession to the World Trade Organization, research on technical barriers of trade, research on the review of foreign investment security and the impact of Brexit on China's trade remedies.

- The Division of Industry Service
Organize and coordinate enterprises in the industries concerned to cooperate with relevant government departments in trade remedy investigation, antitrust investigation and other related works. Expanding the Comprehensive Cross-border Trade and Investment Legal Support Platform and provide qualified "full chain, one-stop" foreign-related commercial legal services, which includes but not limited to legal consulting, trade remedy cases, law discernment, case retrieval, specialized research and legal training, etc. Set up the Bilateral and Multilateral Commercial Legal Cooperation Committee, conduct the Belt and Road Initiative Legal Research, hold high -level legal forum, promote the formulation of international rules and practices, and set up sound compliance management systems to safeguard the legitimate right and interest of the enterprises in internationalized business operation.

- The Division of Legal Cooperation
The Division of Legal Cooperation dedicates to building an international commercial dispute prevention and resolution mechanism and institution featuring “the Belt and Road”countries to facilitate the implementation of “the Belt and Road” Initiative with specific efforts including conducting relevant commercial disputes prevention and resolution mechanism research, etc. Promoting the construction of multilateral and bilateral commercial law cooperation committee to provide platform for law exchange and cooperation, with the aim to serve enterprises in terms of local economic and trade policies and investment regulations and legal environment.
In cooperation with relevant government departments, participating in WTO trade policy review, promulgation of relevant regulations and international economic and trade rules. Strengthening exchange and collaboration with different countries, regions and relevant international organizations, participating in international conference and activities, and promoting international legal collaboration and interchange.
