中國國際商會(huì)
中國國際商會(huì)(CCOIC)是1988年經(jīng)中華人民共和國國務(wù)院批準(zhǔn)成立、由在中國從事國際商事活動(dòng)的企業(yè)、團(tuán)體和其他組織組成的全國性商會(huì)組織,是代表中國參與國際商會(huì)(ICC)工作的國家商會(huì),在開展與國際商會(huì)有關(guān)業(yè)務(wù)時(shí)使用國際商會(huì)中國國家委員會(huì)(ICC China)名稱,業(yè)務(wù)主管單位是中國國際貿(mào)易促進(jìn)委員會(huì)。
中國國際商會(huì)實(shí)行會(huì)員制,主要職責(zé)是促進(jìn)中外經(jīng)貿(mào)交流與合作,代表中國工商界向國際組織和中外政府部門反映利益訴求,參與國際經(jīng)貿(mào)規(guī)則的制定和推廣,在企業(yè)界積極倡導(dǎo)社會(huì)責(zé)任與公益事業(yè)。截至2019年12月中旬,中國國際商會(huì)會(huì)員數(shù)量已達(dá)24.6萬家,其中包括絕大多數(shù)中央企業(yè)、全國性金融機(jī)構(gòu)以及一大批知名民營企業(yè)和外資企業(yè)。中國國際商會(huì)已經(jīng)成為我國會(huì)員最多、國際影響力最大的涉外商會(huì)組織之一。
中國國際商會(huì)內(nèi)設(shè)辦公室、會(huì)員發(fā)展部、綜合業(yè)務(wù)部、會(huì)展部、雙邊合作部、多邊合作部、法律服務(wù)部、培訓(xùn)部、國際商會(huì)中國國家委員會(huì)秘書局、黨委等辦事機(jī)構(gòu)。以建設(shè)樞紐型商會(huì)組織為目標(biāo),中國國際商會(huì)與中國境內(nèi)外其他商協(xié)會(huì)組織開展機(jī)制性合作,向會(huì)員和其他企業(yè)提供國際交流、行業(yè)合作、法律咨詢、市場信息、會(huì)展策劃、項(xiàng)目招商
和業(yè)務(wù)培訓(xùn)等服務(wù)。
中國國際商會(huì)與國際商會(huì)
國際商會(huì)(International Chamber of Commerce,簡稱ICC)成立于1919年,總部設(shè)在法國巴黎,是世界上歷史悠久、具有廣泛影響力的重要民間國際經(jīng)濟(jì)組織。國際商會(huì)在全球設(shè)有90多個(gè)國家和地區(qū)委員會(huì),擁有來自130個(gè)國家和地區(qū)的4500萬家會(huì)員。
國際商會(huì)通過制定國際商事規(guī)則、解決貿(mào)易爭議和提出政策建議,致力于推動(dòng)建立自由開放的國際貿(mào)易投資體系,維護(hù)公平合理的國際經(jīng)濟(jì)秩序,促進(jìn)世界經(jīng)濟(jì)增長,其在推動(dòng)以規(guī)則為基礎(chǔ)的多邊貿(mào)易體系下全球貿(mào)易投資自由化便利化方面發(fā)揮著不可替代的作用。
1988年,國務(wù)院批準(zhǔn)中國貿(mào)促會(huì)以“中國國際商會(huì)”名義開展加入國際商會(huì)的相關(guān)工作。1994年,中國國際商會(huì)牽頭成立國際商會(huì)中國國家委員會(huì)(ICC China),并代表中國工商界正式加入國際商會(huì)。
國際商會(huì)中國國家委員會(huì)是國際商會(huì)在中國的唯一代表機(jī)構(gòu),其秘書局設(shè)在中國國際商會(huì)。
國際商會(huì)中國國家委員會(huì)專業(yè)委員會(huì)
國際商會(huì)中國國家委員會(huì)下設(shè)12個(gè)專業(yè)委員會(huì):仲裁委員會(huì)、銀行委員會(huì)、知識(shí)產(chǎn)權(quán)委員會(huì)、商法與慣例委員會(huì)、數(shù)字經(jīng)濟(jì)委員會(huì)、環(huán)境與能源委員會(huì)、廣告與市場營銷委員會(huì)、稅收委員會(huì)、貿(mào)易與投資政策委員會(huì)、企業(yè)責(zé)任與反腐敗委員會(huì)、競爭委員會(huì)、海關(guān)與貿(mào)易便利化委員會(huì),分別與國際商會(huì)12個(gè)專業(yè)委員會(huì)一一對(duì)應(yīng)。借助這些專業(yè)委員會(huì),中國工商界可以參與國際經(jīng)貿(mào)規(guī)則制定,并通過國際商會(huì)渠道向聯(lián)合國和各國政府提出政策建議,同時(shí)開展相關(guān)領(lǐng)域國際合作。
涉外多雙邊工商合作機(jī)制
中國貿(mào)促會(huì)與國(境)外經(jīng)貿(mào)機(jī)構(gòu)共同建立,授權(quán)或委托中國國際商會(huì)具體運(yùn)營的多雙邊工商合作機(jī)制,是中外工商界開展經(jīng)貿(mào)交流的國家級(jí)合作平臺(tái)。包括APEC中國工商理事會(huì)、B20中國工商理事會(huì)、絲綢之路商務(wù)理事會(huì)、中美商務(wù)理事會(huì)及中俄企業(yè)家理事會(huì)在內(nèi)的380多個(gè)多雙邊機(jī)制中方秘書處均設(shè)于中國國際商會(huì)。
多雙邊工商合作機(jī)制的主要職責(zé)是組織并促進(jìn)中外工商界開展貿(mào)易、投資及各種形式的經(jīng)濟(jì)技術(shù)合作,組織或代表企業(yè)對(duì)外交涉和公關(guān)游說,為經(jīng)貿(mào)政策制定和對(duì)外經(jīng)貿(mào)談判提供咨詢意見,研究經(jīng)貿(mào)熱點(diǎn)、焦點(diǎn)、難點(diǎn)問題并發(fā)布報(bào)告等。
加入多雙邊工商合作機(jī)制,中國企業(yè)可以及時(shí)獲得有關(guān)國家的市場、法律和政策變動(dòng)信息,向中外政府陳述合理的政策訴求,并通過這些機(jī)制進(jìn)行公關(guān)游說、行業(yè)對(duì)話和商務(wù)磋商。
會(huì)員服務(wù)

CHINA CHAMBER OF INTERNATIONAL COMMERCE
China Chamber of International Commerce, or CCOIC, was established in 1988 with the approval of the State Council of the People’s Republic of China. Affiliated to China Council for the Promotion of International Trade (CCPIT), CCOIC is a nationwide chamber of commerce comprised of enterprises, groups and other business organizations that are engaged in international commercial activities in China.
CCOIC adopts a membership system and its main responsibilities include: promoting economic and trade exchanges and cooperation between China and foreign countries; reflecting interest appeal of enterprises to international organizations and government departments of China and foreign countries on behalf of Chinese business community; participating in constitution and promotion of international trade rules; facilitating enterprises to participate in international competition and cooperation; safeguarding legitimate rights of its members, and actively advocating social responsibility and public welfare among business
circles.
By mid-December 2019, CCOIC has 246,000 member enterprises, including most central SOEs, national financial institutions, a large number of well-known private enterprises and foreign-funded enterprises. CCOIC has become one of the most influential business associations in China. With the aim of building a hub-like chamber of commerce, CCOIC has institutional cooperation with other business associations from home and abroad, and provides services for its members and other enterprises including international exchange, industrial cooperation, legal advice, market information, exhibition planning, project investment and training.
China Chamber of International Commerce and International Chamber of Commerce
International Chamber of Commerce, or ICC, was established in 1919 with its headquarter in Paris, France. ICC is an important international business organization with a long history and extensive influence. ICC has set up more than 90 national committees all around the world, with over 45 million members from 130 countries and regions.
Through a unique mix of international commercial rules formulation, trade disputes resolution and advocacy, ICC is committed to promoting the establishment of a free and open international trade and investment system, maintaining a fair and equitable international economic order, and promoting world economic growth. Therefore, it plays an irreplaceable role in liberalization and facilitation of global trade and
investment under the rule-based multilateral trade system.
In 1988, CCPIT started to use the name of "China Chamber of International Commerce (CCOIC)" to carry out relevant businesses of ICC with the approval of the State Council. In 1994, CCOIC led the establishment of ICC China, and formally joined the ICC on behalf of Chinese business community.
ICC China is the sole representative of ICC in China, and its secretariat is located in CCOIC.

ICC China consists of 12 policy commissions, including Arbitration and ADR Commission, Banking Commission, Intellectual Property Commission, Commercial Law and Practice Commission, Digital Economy Commission, Environment and Energy Commission, Marketing and Advertising Commission, Taxation Commission, Trade and Investment Policy Commission, Corporate Responsibility and Anticorruption
Commission, Competition Commission, Customs and Trade Facilitation Commission, which are one-to-one correspondence with the 12 Commissionsof ICC. Via these Commissions, Chinese business community is able to participate in international economy and trade rule-making, make policy recommendations to the United Nations and governments of various countries and carry out international cooperation in relative fields through ICC channels.
Bilateral and Multilateral Business Cooperation Mechanisms
The bilateral and multilateral business cooperation mechanisms, which are established, authorized or entrusted by CCPIT and foreign economic and trade organizations, are operated by CCOIC. The mechanisms are national cooperation platforms for Chinese and foreign business communities to carry out economic and trade exchanges. There are over 380 bilateral and multilateral mechanisms, including the APEC China Business Council, the B20 China Business Council, the Silk Road Business Council, the US-China Business Council and Russia-China Business Council etc., whose Chinese secretariats are all located in CCOIC.
The main responsibilities of bilateral and multilateral business cooperation mechanisms are to organize and promote China and foreign business community to carry out trade, investment and economic and technological cooperation in various forms, to organize or participate in foreign negotiation and public-relations lobbying on behalf of the enterprises, to provide advices toward economic and trade policymaking and foreign trade negotiations, to research trade hotspots, focuses and difficult issues, and to publish reports etc.
By joining the bilateral and multilateral business cooperation mechanisms, Chinese companies will have access to information about markets, law and policy changes in a timely manner, so as to state reasonable policy demands to Chinese and foreign governments. Through those mechanisms, Chinese companies can also conduct public-relations lobbying, industry dialogues and business consultations.
Service for Members
1. Providing international economic and trade information, releasing early warning information on foreign trade frictions and security;
2. Organizing enterprises to attend important economic and trade activities and join overseas business delegations, and receiving the visits of high-level business delegations from abroad;
3. Expanding external communication channels through bilateral and multilateral business cooperation mechanisms and ICC platform;
4. Actively participating in the “Belt and Road” construction, holding high-quality exhibitions, forums and other activities to explore diversified markets;
5. Taking the advantage of China Pavilion platform of World Expo, to showcase the economic situation and development philosophy of China;
6. Organizing enterprises and experts to participate in the formulation and promotion of international commercial rules and practices;
7. Issuing commercial certification and certified commercial documents, signing and issuing ATA Carnet, and acting as an agent for consular certification;
8. Providing international commercial legal advice, commercial arbitration, and intellectual property services;
9. Coping with international trade frictions on behalf of Chinese commercial community, to safeguard the legitimate rights and interests of enterprises;
10. Assisting the economic and trade consultations between governments, reflecting opinions to Chinese and foreign governments and international organizations, and participating in global economic governance.
